Removing the Down-arrows from the Start Menu

Yes I do know where they are supposed to be switched off: Untick
Taskbar Properties > Advanced > Start Menu Settings > Scroll the
Programs Menu

Problem is, unticking the box has absolutely no effect.
Searching Google only gives a couple of threads where this non-
functional solution is suggested.

Even ticking the box again, clicking OK, rebooting, unticking the box,
clicking OK, and rebooting again still does not remove those arrows.

Can anybody suggest a solution that does work?

What happens if you logon as a new user then right-click the "Task Bar",
then on the "General" tab uncheck "Use
Personalized Menus" ? (create a new account in 'Users and Passwords')

Oops!

I missed the "Used Personalized Menus" checkbox altogether. It's as
simple as uncheck that.

Well, at least I know now!
