Cannot Install Recovery Console

Greetings

I need some help! I have a new Dell server on which I am installing Windows
2000. I slipstreamed SP4 to Windows 2000 and used that media to install the
server. Everything works fine.

But when I goto install the recovery console, I get the following message:

"The option to upgrade will not be available at this time because Setup was
unable to load the file f:\i386\WINNTUPG\NETUPGRD.DLL.

Invalid access to memory location."

The path to the file is correct and the file exists. If I click OK, the
prompt to install Recovery Console comes up. It asks " .... Do you want to
install the Recovery Console?"

Clicking yes, the Setup program appears to run, for 1 second then
disappears.

Recovery console is not installed as evidenced by the boot.ini file. Please
help! I cannot install the server without the slipstreamed version of the
OS.

Why do you need to install the Recovery Console? You can
get into it almost as quickly and easily by booting the machine
off your Windows CD!

Greetings

Here is the fix I used, and I can duplicate it every time! I wiped the
server 4 times before finally putting it to use!

After installing W2K SP4 slipstreamed, do not update the server. At this
point, you have an install of W2K with SP4 and IE 5.
Install the recovery console.
Then update the server!

Hope this helps somebody.
